RehApp by Enablement Foundation: Transforming Disability Support Through Scalable Digital Tools

Enablement stands out for solving a hard delivery problem in places where rehabilitation systems are weakest. Already active in 66 countries, it shows how digital tools can strengthen frontline disability support well beyond traditional service models.
Enablement is tackling a major rehabilitation gap in low- and middle-income countries. Millions of disabled people still lack access to consistent support, especially in rural and underserved areas where specialist services are scarce and frontline workers have limited training or tools. RehApp responds by giving community-based workers practical, structured digital guidance they can use offline in the field, helping them support disabled people more consistently and confidently. The reach is already strong. RehApp is now used in 66 countries, with 124 trained frontline workers across five partner NGOs actively using it to support clients. Across all users, it has helped manage more than 3,000 client files. Early evidence from Cambodia shows that the app is changing how workers think and act, shifting them from impairment-only approaches towards more practical, independence-focused support. Partners also use the data to plan services more effectively, by disability type, age, goals and assistive device needs. This gives organisations a more scalable way to improve quality of support where formal rehabilitation systems are weakest.
